The RFP is much larger than a normal single-agency staffing contract. MESC is procuring staffing services for its statewide membership of approximately 480 public agencies . 

Additional members may become eligible during the contract period. Awards can be made in whole or in part to one or multiple offerors .

The contract has a 1-year initial term plus four potential 1-year extensions — up to 5 years total.

One thing that makes this opportunity particularly notable is the 480-member cooperative customer base and five-year potential duration. The solicitation package contains 15+ attachments, including the main 53-page RFP, specifications, amendments and member information.

For Mohave Educational Services Cooperative RFP 26P-1015, this is a very broad staffing vehicle, not a narrow set of fixed job titles. Oklahoma is serving as the Lead State in collaboration with NASPO ValuePoint to establish one or more nationwide cooperative Master Agreements for Emerging Technologies Consulting and Services . 

The resulting contracts are intended for use by eligible public entities across the  50 states, District of Columbia and U.S. territories.

This is structured as an IDIQ. Individual purchasing entities will issue Statements of Work defining specific requirements, deliverables, schedules and pricing. Hardware is specifically outside the scope of the resulting contracts.

Two Award Categories

​

Offerors can compete for one or both categories, and each category is evaluated and awarded independently. 

  • Category 1 — Consulting: Professional advisory and implementation support involving assessment, planning, design and execution of strategic, operational, technical and risk-related initiatives. This includes subject-matter expertise, independent analysis and recommendations.

  • Category 2 — Services: Professional services involving implementation, integration and development of emerging technologies, including managed services and resources supporting public-sector technology projects.

 

Technologies Covered

The amended Scope of Work is broad and includes Artificial Intelligence, Machine Learning, Quantum Computing, Blockchain, Robotic Process Automation (RPA), Natural Language Processing (NLP), XR/Spatial Computing, and Robotics . It also permits bidders to propose other emerging technologies demonstrating sufficient market maturity and viability, subject to Oklahoma's approval.

This means the vehicle is considerably broader than an AI-only contract. 

​

Geographic Reach / Participating States

The NASPO structure allows purchasing entities to access awarded contractors through Participating Addenda. The currently identified interested states include  Hawaii, Illinois, South Dakota, Utah, Vermont and Maine . Vermont alone reported an estimated $15 million annual volume; however, the RFP expressly states that the estimates do not guarantee any minimum or maximum sales volume.

Importantly, those six states do not represent the ceiling of the market. The solicitation states that being omitted from the interested-state list does not prevent another state or eligible entity from subsequently executing a Participating Addendum.

The purpose is to establish staffing-agency support for DPS schools and its Central Office when specialized positions remain vacant through the District's normal hiring process. DPS specifically ties the requirement to maintaining services required under FAPE and IDEA.

Labor categories

The solicitation covers a substantial group of healthcare, special-education and related professional positions:

  • Speech-Language Pathologist (SLP) and Speech-Language Pathologist Assistant (SLPA)

  • Occupational Therapist (OT) and Certified Occupational Therapy Assistant (COTA)

DPS requires contractor-supplied personnel to hold the appropriate licenses/certifications and satisfy the minimum qualifications for their positions. Personnel generally work Monday-Friday consistent with the District's 186-day school calendar.

Background checks are also required, including compliance with Colorado requirements applicable to personnel working in schools.

4. Virginia Temporary Personnel Services

Contract Term: 2-year initial term + two 2-year renewal options (up to 6 years)

Award Type: Multiple-award, statewide, optional-use contract

 

The Commonwealth of Virginia is seeking one or more qualified temporary staffing companies to establish a statewide contract for temporary personnel services on an as-needed basis. The resulting contracts will be available to Virginia executive branch agencies, institutions of higher education, and other eligible public bodies. Virginia intends to make multiple awards by geographic zone and occupational lot, with orders placed through eVA.

 

This is a significant statewide staffing vehicle. The incumbent contract has four active contractors and expires December 31, 2026. From January 2020 through December 2025, Authorized Users placed approximately $399 million in temporary staffing orders. The Commonwealth cautions that historical spending does not guarantee future volume.

A major requirement is that an offeror pursuing a particular lot must demonstrate the ability to fill every position within that lot and provide markup pricing for every position in the lot. An offeror cannot selectively pursue only certain positions within a chosen lot.

 

Geographic Coverage

 

Virginia is divided into 10 service zones. Offerors have flexibility to propose for one, multiple, or all geographic zones. However, for every zone proposed, the offeror must provide pricing for all applicable positions; partial-zone proposals will not be evaluated.

 

This structure allows a company to pursue a targeted combination—for example, a limited number of occupational lots and geographic zones—rather than having to provide statewide coverage.

 

Key Qualification Requirement

 

At least five years of documented experience providing temporary personnel services within the occupational categories covered by the RFP.

 

The Commonwealth may investigate an offeror's qualifications and capabilities and may reject a proposal if the evidence does not establish that the company is properly qualified to perform the contract.
